The blaze broke out after a gas cylinder exploded near the kitchen of Birch by Romeo Lane, a restaurant and dance venue in Arpora, in North Goa , authorities told local media.
The names of the dead were not immediately released, however India’s chief minister Pramod Sawant confirmed at least three tourists were identified among the bodies recovered from the damaged building.
Narendra Modi, the Indian prime minister, called the deaths “deeply saddening”.
“My thoughts are with all those who have lost their loved ones,” Mr Modi said in post on X on Sunday.

“May the injured recover at the earliest.
“The state government is providing all possible assistance to those affected.”
Dr Sawant told journalists during his visit to the scene of the fire that “three to four” tourists had died.
The other victims were identified as the venue’s kitchen workers, including three women.
“Today is a very painful day for all of us in Goa. A major fire incident at Arpora has taken the lives of 23 people,” Dr Sawant wrote on X.
“I am deeply grieved and offer my heartfelt condolences to all the bereaved families in this hour of unimaginable loss.
“I visited the incident site and have ordered an inquiry into this incident.

Arpora is home to about 3250 people but attracts thousands of domestic and international tourists who seek out its tropical climate, beaches, lively bar scene and night markets .
Birch nightclub and restaurant, promoted on Instagram as a place for “exquisite taste and breathtaking views”, was hosting a “Bollywood banger night” when the fire started about midnight Saturday.
“Birch by Romeo Lane sits on a natural island along the Arpora river, offering a setting that feels tucked away,” the venue’s social media description reads.
“Its open water-surrounded layout creates a sense of calm while still feeling luxurious and immersive, making it one of Goa’s most distinctive dining environments.”
It is one of more than 60 venues owned by hospitality company Romeo Lane.
